Congestion charge changes 'to bring little improvement'

Car maker Porsche has said that changes to the congestion charge in London will not help to reduce CO2 emissions.
The firm has conducted an examination of the emissions savings expected to be made using Transport for London's own figures.
Among the findings was that the expected savings on CO2 to be made in a year equal the emissions from Heathrow generated between four minutes and four hours.
Commenting on the figures, Andy Goss, managing director of Porsche Cars GB, said: "Under closer examination these figures show the negligible environmental benefits of this tax.
"The emissions saved are a fraction of the amount of the CO2 pumped out every day at Heathrow."
He added that dubbing the congestion charge an emissions tax is a "misnomer".
The comment echoes that made by the RAC Foundation earlier this month, in which the organisation said that it was dubious whether the changes would be effective.
